The process for trying to get out of the Josephine Community Library District or other special district is now much tougher, at least on paper.
The county Board of Commissioners on Thursday approved copious new opt-out rules that would seem to make it harder to petition to withdraw from a special district but have yet to be scrutinized.
Hidden Valley's Jack Matthew racked up 13 strikeouts while limiting Cottage Grove to two hits over five innings on Thursday. Matthew also went 2-for-3 at the plate and drove in a pair of runs.

Jack Matthew pitched a five-inning two-hitter and went 2-for-3 with two RBIs to help Hidden Valley open its home tournament with a 12-2 win over Cottage Grove on Thursday in Murphy.
Matthew struck out 13 batters and allowed just one earned run.
"Jack had fantastic control today," said Hidden Valley coach Justin Spinner. "He got a lot of first-pitch strikes and just went after hitters."
