Patrons are seen at the Grants Pass branch of the Josephine Community Library last week. Josephine County has acknowledged that it incorrectly interpreted state law when two county commissioners allowed a property to be withdrawn from the library's taxing district.

The process for trying to get out of the Josephine Community Library District or other special district is now much tougher, at least on paper.

The county Board of Commissioners on Thursday approved copious new opt-out rules that would seem to make it harder to petition to withdraw from a special district but have yet to be scrutinized.
