No-Kill by 2012San Antonio's Animal Care Services wants to become a "no-kill" community by 2012. By reducing the pet population through more aggressive spay and neuter programs, the city-run shelter hopes to avoid euthanizing any animal that is treatable or healthy. The shelter has traditionally taken in 50,000 dogs and cats a year, euthanizing about 95 percent of them.
